东盟简介

一.        成立。
东南亚国家联盟(或东盟)于1967年8月8日在泰国曼谷成立(8月8日被定为东盟日)。印度尼西亚、马来西亚、菲律宾、新加坡以及泰国几个创建国签署了《东盟宣言(曼谷宣言)》。
其他成员国加入东盟时间:文莱----1984年1月7日;越南----1995年7月28日;老挝、缅甸----1997年7月23日;柬埔寨----1999年4月30日。以上为至今东盟的十个成员国。
 
二.        成立目标与目的。
在《东盟宣言》中,陈述了以下成立目的与目标:
1. 本着合作与平等的精神而共同努力,为了促进经济增长,社会发展和文化发展,强化东南亚国家繁荣与和平的基础;
2. 为了促进整个区域的和平与稳定遵守正义以和各个国家之间的法律,以及遵从联合国宪章的条款要求;
3. 为了经济、社会、文化、技术、科学以及行政等领域的共同利益,促进合作以及相互扶持;
4.以提供教育、职业、技术和管理等领域的培训以及研究设施的形式进行扶持;
5. 进行更有效的合作,为了更好的利用各国的工农业,扩展各国的贸易,包括学习国际商品交易的问题,交通和通讯设施的发展以及提高各国人民的生活质量;
6. 为了促进东南亚国家之间的学习,保持现有的有相同目标和目的的国际和区域性组织之间的亲密和互利合作关系,并积极探索更多能让其之间关系更加紧密的方式。
 
三.        基本原则。
关于彼此的关系,东盟各成员国遵循以下在1976年签署的《东南亚友好合作条约》中提到的基本原则:
1. 对于各成员国的独立、主权、平等、领土的完整以及国家认同的相互尊重;
2. 各成员国享有领导其民族生存的权力,不受外界的干涉、破坏或压迫;
3. 对于各国之间的内部事务不加以干涉;
4. 以和平的方式处理争执或争端;
5. 不使用恐吓或武力;
6. 各成员国之间的有效合作。
 
四.        东盟共同体
“东盟愿景2020”是由各东盟领导人在东盟成立三十周年庆时所提出来的,作为和谐东盟的共同愿景,在一个和谐社会中以充满活力的方式发展,以和平、稳定、繁荣的方式紧密联系合作;
在2003年第九届东盟峰会上,各东盟领导人提出应建立一个东盟共同体。
在2007年1月第十二届东盟峰会上,各东盟领导人表明了他们将加快速度,准备于2015年建立东盟共同体并签署《加速东盟共同体建立宿雾宣言》。
东盟共同体是由东盟政治安全共同体,东盟经济共同体以及东盟社会文化共同体三个支柱团体构成,每个支柱团体都有其自己的蓝图,以及共同的《东盟整合行动计划(IAI)战略框架与IAI工作计划之二(2009-2015)》。
 
五.        东盟铭言:“同一个愿景,同一个身份,同一个共同体。”
六.        东盟旗帜/徽标。

1. 此为东盟的官方旗帜/徽标,此标识代表了一个稳定、和平、团结以及充满活力的东盟。上面的四种颜色为蓝色、红色、百合和黄色—代表了各国国徽的主色。
2. 蓝色象征了和平与稳定;红色象征着勇气与活力;白色象征着纯洁而黄色则象征着繁荣昌盛。
3. 中间黄色的线条象征着东盟创立国对于组成东盟各国的美好愿望,即因友谊和团结紧密相连。
4. 最外层的圆环代表了整个东盟的团结一致。
 
I.ESTABLISHMENT
The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN, namely Indonesia, Malaysia, Philippines, Singapore and Thailand.
Brunei Darussalam then joined on 7 January 1984, Viet Nam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999, making up what is today the ten Member States of ASEAN.
 
II.AIMS AND PURPOSES
As set out in the ASEAN Declaration, the aims and purposes of ASEAN are:
1.To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Southeast Asian Nations;
2.To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of the United Nations Charter;
3.To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4.To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
To collaborate more effectively for the greater utilisation of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
5.To promote Southeast Asian studies;
6.To maintain close and beneficial cooperation with existing international and regional organisations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.
 
III.FUNDAMENTAL PRINCIPLES
In their relations with one another, the ASEAN Member States have adopted the following fundamental principles, as contained in the Treaty of Amity and Cooperation in Southeast Asia (TAC) of 1976:
1.Mutual respect for the independence, sovereignty, equality, territorial integrity, and national identity of all nations;
2.The right of every State to lead its national existence free from external interference, subversion or coercion;
3.Non-interference in the internal affairs of one another;
4.Settlement of differences or disputes by peaceful manner;
5.Renunciation of the threat or use of force; and
6.Effective cooperation among themselves.
 
IV.ASEAN COMMUNITY
The ASEAN Vision 2020, adopted by the ASEAN Leaders on the 30th Anniversary of ASEAN, agreed on a shared vision of ASEAN as a concert of Southeast Asian nations, outward looking, living in peace, stability and prosperity, bonded together in partnership in dynamic development and in a community of caring societies.
 
At the 9th ASEAN Summit in 2003, the ASEAN Leaders resolved that an ASEAN Community shall be established.
 
At the 12th ASEAN Summit in January 2007, the Leaders affirmed their strong commitment to accelerate the establishment of an ASEAN Community by 2015 and signed the Cebu Declaration on the Acceleration of the Establishment of an ASEAN Community by 2015.
 
 
V. ASEAN Motto
The motto of ASEAN is "One Vision, One Identity, One Community".
 
VI. ASEAN Emblem
Guidelines on the Use of the ASEAN Emblem
1. The ASEAN Emblem shall be the official emblem of ASEAN.
2. The ASEAN Emblem represents a stable, peaceful, united and dynamic ASEAN. The colours of the Emblem -- blue, red, white and yellow -- represent the main colours of the state crests of all the ASEAN Member States.
3. The blue represents peace and stability. Red depicts courage and dynamism, white shows purity and yellow symbolises prosperity.
4. The stalks of padi in the centre of the Emblem represent the dream of ASEAN's Founding Fathers for an ASEAN comprising all the countries in Southeast Asia, bound together in friendship and solidarity.
The circle represents the unity of ASEAN.
5. The ASEAN Emblem is the reserved copyright of ASEAN.
